On November 18, 2010 the founding board met via teleconference and began the process of formalizing the efforts of the Child and Youth
Canada as well as two representatives from the Council of Canadian Child and Youth Care Associations. They are Carol Stuart (Ryerson

The founding board voted on the following pieces of business in their inaugural teleconference: the boards name, presidency and
secretary.  The founding board voted unanimously to use The Child and Youth Care Educational Accreditation Board of Canada
(CYCEAB of Canada) as its official name. The CYCEAB of Canada elected Carol Stuart as President, Dawne MacKay-Chiddenton as
Secretary and decided to leave the Vice-President role vacant at this time.

The CYCEAB of Canada is focused on creating the initial by-laws for membership to the board; governance structure (i.e. Board of
Directors); as well as incorporating and guiding the initial work of the Board. The Board’s work can be monitored at

The Child and Youth Care (CYC) Educational Program Accreditation Task Force was a time-limited and focused group acting within a
defined mandate on behalf of a large (and informally constituted) body of stakeholders from education, practice and policy arenas.  
The task force’s mandate was to develop a flexible model of accreditation for post-secondary Child and Youth Care programs in
Canada. The final report and a final version of the Accreditation Model which included characteristics and objectives was presented at
the pre-conference Educators Day in Winnipeg on May 25, 2010. During the Pre-conference Day the task force’s ad hoc role came to a
conclusion as the members of the founding board were chosen to formalize the work of the task force. For a complete history of the task

forums since 2006 in Montreal when a task force was created to consider the issues.  The founding Board was created in May 2010 and
has been working to formally create the board. Bylaws and incorporation were the first step, in being able to access potential funds to
further develop standards, pilot a peer review process, and begin to formally accredit programs.
The Board will be providing an update at the Educators and Trainers Preconference Day on October 9, 2012 just prior to the International
Child and Youth Care Conference in Canmore, Alberta. During the preconference day we hope to gather additional input on the process
and standards of accreditation and the types of data needed to determine whether a program has met the standards. The intent of the
accreditation process is to embed accreditation into the existing program review processes which are already mandated through quality
assurance in the colleges and universities. We will end the day with our first Annual General Meeting @ 4 p.m.

We hope that your Child and Youth Care program is interested in becoming a founding member of the CYCEAB. Membership is
available to programs or professional associations only and for founding members who joined by December 2012 there is a discount for
the 2013 membership year-our first year of incorporation. These fees are subject to ratification at the AGM, and any organization, who
joins by noon October 9 is eligible to vote at the AGM.

The CYCEAB bylaws define the following categories of membership and fees are noted beside the category where appropriate:

1. Provisional membership will be available to any Child and Youth Care educational program that has not achieved accreditation under
the auspices of the CYCEABC but which intends to undertake an educational accreditation review.

2. Affiliate membership will be available to a Child and Youth Care professional association that is supportive of standards of practice
and is affiliated with a practitioner registration, certification board or accrediting body. 2013 fees: 250.00
with a discount to 200.00 when
membership is received by
December 2012.

3. Full membership will be available to Child and Youth Care educational programs who have achieved accreditation under the auspices
of the CYCEABC.

4. Founding membership will be available to any child and youth care educational program that is interested in supporting the further
development of educational accreditation for child and youth care. This membership category is only available for three years from the
time of incorporation of the Board. All rights and privileges of voting members shall be accorded founding members during the first three
years of incorporation. 2013 fees: 300.00
with a discount to 250.00 when membership is received by December 2012.

5. Members can withdraw from membership by providing notification of their reasons for withdrawal from the membership at the time of
membership renewals.

Current Founding membership includes: University of Victoria; Vancouver Island University; Douglas College; Red River College;
Lethbridge College.

Board Representation is defined in the bylaws as follows: The business of this organization shall be managed by a Board of Directors
consisting of nine members, including the officers of this organization. Directors will be elected at the annual general meeting of the
membership and officers will be elected from and by the Directors following the AGM. … The members of the board shall serve and vote
as individuals and not as functional constituents of the bodies to which they belong. The members of the Board shall have a balanced
representation among three regions of Canada: West, Central and Northern, Eastern. Within this balanced representation a minimum of
4 and a maximum of 6 members of the Board shall be from strictly diploma granting educational institutions. All membership categories
are eligible for election to the Board of Directors providing the above criteria are met.
